Moldova Energy and Biomass Project

Starting with 2013, UNDP Moldova within the Moldova Energy and Biomass Project is implementing the provisions of the “Gender Mainstreaming Action Plan”, developed as result of the in-depth analysis of the project’s gender equity through the gender perspective. Below, are some of the key results in 2018 with regards to the promotion of gender equality and mainstreaming gender in project activities.
Women trained in green energy  
In order to promote expansion of renewable energy at local level a total of 41 trainings were conducted. Trainings aimed at enhancing capacities of representatives of local government, civil servants, managers, biomass boiler operators, agricultural enterprises and entrepreneurs intending to produce biomass fuel, current biomass fuel suppliers, students and women entrepreneurs in (i) resource mobilization, (ii) participatory monitoring and evaluation of biomass heating projects and (iii) management and implementation of biomass projects. The Kindergarten in Horesti, Ialoveni, gave up the old natural gas heating system and switched to clean energy. From the current autumn, the heat in the institution will be provided by biomass, and hot water – by solar energy.  Over 230 children and 30 employees will benefit of better conditions. The investment was possible thanks to the financial support of the European Union provided by the Energy and Biomass Project, implemented by the United Nations Development Program.
The old heating system in the Horesti kindergarten was morally and physically obsolete. Its capacity – of only 100 kw, did not allow for a constant temperature to be ensured in all rooms of the kindergarten, which total area is about 2000 square meters.  Hence, when outside there were big frosts, there were no more than 14-15 degrees Celsius in the group halls, and …

Solar and biomass energy bring clean energy and reduce the bills for heating and hot water in the kindergarten “Speranta” from Lozova village, Straseni district. Since autumn, the institution will have a modern biomass heating plant and solar panels. Modern technologies are installed with the European Union support within the Moldova Biomass and Energy Project implemented by the United Nations Development Programme.
The new system will generate hot water throughout the year and heating during cold season in the two blocks of the kindergarten and one of the buildings where the primary school is located. In total, over 500 children and teaching staff will benefit of better conditions.

The progress of the Energy and Biomass Project in Moldova (PEBM II), during the first semester of 2018, as well as activities scheduled for July 1 – November 22, 2018, were examined today, at the meeting of the PEBM II Board.  According to the Progress report, between January 1 and June 30, 19 biomass-heating systems and 7 solar hot water systems were installed. Children and educators of the kindergarten “Izvorasul” in Chetrosu village, Drochia district said “good bye” to old fireplaces that were burning their money and still kept them cold.
Since the last spring the kindergarten switched to a biomass heating system and hot water produced by solar energy. The investment of apr. 67,000 EUR was made possible thanks to the assistance provided by the European Union under the Moldova Energy and Biomass Project. The new technology will produce hot water and will heat all the rooms of the kindergarten for 136 children and educators.

Green technologies and good music were the stars of SUN Dă-I Fest Festival, which took place this Sunday in the Public Garden Stefan cel Mare. The good mood was fuelled by many competitions and exhibitions for children and adults. A Memorandum of Cooperation in the field of Biomass Energy was signed in Chisinau between the Biomass Energy Cluster of the Republic of Moldova and Green Energy Innovative Biomass Cluster of Romania during the EU Sustainable Energy Week. The event is part of the economic mission of streamlining the biomass energy carried out by a group of Romanian entrepreneurs in the Republic of Moldova.

The Public Garden “Stefan cel Mare” will become a realm of eco technologies on the 10th of June, as it will host the SUN Dă-I Fest Festival. The event culminates the European Sustainable Energy Week in the Republic of Moldova, which takes place during 4-10 June.
This year, the festival will exhibit tens of smart inventions based on wind, water, sun and biomass, created by grownups and children. Many technologies that can reduce the utility bills and ensure a clean environment – biomass boilers, photovoltaic panels, solar collectors, wind turbines, and geothermal pumps – will be demonstrated. Visitors will test-drive electric cars, scooters and bicycles, and receive first-hand information about the advantages of clean technologies. The day will culminate with a concert powered by solar energy.

For two days, the team of journalists visited several beneficiaries and partners of the Energy and Biomass Project. The “Povestea” kindergarten in the town of Nisporeni is one of the places visited by the journalists.

Pupils from Moldova are invited to join the Republican Contest “Renewable Energy Sources”. The second edition will take place between 20 February – 20 April (local stage) and 11-12 May (republican stage). The competition can be attended by schools connected to biomass heating systems from the European Funds of the Energy and Biomass Project, as well as pupils from the 7th to 9th grades studying the optional discipline “Renewable Energy Sources”.
At the local competition stage, competitors teams will develop a green energy project that can include: prototypes built by students using natural energy sources, video products, public awareness (group or individual) for awareness raising or information, groups an initiative to promote green culture and develop competencies in intelligent energy production and consumption, and so on. The Energy and Biomass Project launches a new series of trainings for biomass boilers operators. The trainings will take place at the Center for Excellence in Construction, with the support of the project.  Boiler operators from all communities benefiting of the Energy and Biomass Project can take part in the training courses.
Courses last 4 days (24 hours of theoretical training and 16 hours of practical training). The topics of the courses are:

Workplace organization for safe operation of the solid biofuel-based boilers and of solar panels for hot water production
Effective management and proper maintenance of the boiler rooms and solar collectors
Testing the quality of solid biofuels
The role and responsibilities of operators at the workplace (storage of solid biofuels, moisture content assessment, supplying the boiler with biofuel, cleaning the boiler, boiler conservation)

Producers of briquettes and pellets from Moldova took part in a presentation session of the new solid biofuels quality standards.  The session took place on February 23, 2018 in Chisinau and was moderated by the head of the Solid Biofuel Testing Laboratory, Grigore Marian. The event participants visited the Solid Biofuel Testing Laboratory and saw the process and the steps of determining the quality of briquettes, pellets, as well as raw material. They also discussed the evolution of the biofuel market and the new challenges in the sector. The conclusions of the discussions will be presented to the Association of Biofuel Producers and the biomass energy cluster for further actions in order to develop the bioenergy sector in the Republic of Moldova.

48 new biomass heating systems, including 22 solar collectors, were installed in 2017 using the European funds of the Energy and Biomass Project. As well, 27 kindergartens – beneficiaries of the first phase of the project – were equipped with solar water heaters that operate in conjunction with the biomass heating system. These are some of the key results for 2017 of the Energy and Biomass Project, presented at the Project Board meeting held on 29 of January at the Ministry of Economy and Infrastructure. Moldova Energy and Biomass Project has received a grant to implement an exchange program with the Romanian Green Energy Innovative Cluster.  6 EaP Cluster organisations from were chosen to receive a grant up until 10 000 € for cooperation activities with their respective EU cluster partners.

 

The EaP PLUS Grant Scheme (2017) is designed to enhance EU-EaP research and innovation partnerships through cluster and cluster-like organisation cooperation. In total, six grants of up to 10.000€ were offered to EaP clusters or cluster-like legal entities or organisations. The grants cover the expenses of the cooperative activity of the EaP and their EU partner clusters and are allocated on a competitive basis following the evaluation by the EaP project representatives.

Eight villages from Hancesti district connected their schools, kindergartens, and mayoralties to biomass heating systems replacing the gas or coal ones. Two communities succeeded to connect all their public institutions to green energy.  The change was possible with the European Union assistance provided through Moldova Energy and Biomass Project, implemented by the United Nations Development Programme. 
Project beneficiaries met at Cotul Morii village to discuss the impact of transferring the public institutions to green energy and the perspectives of the upcoming renewable energy investment projects.

Starting with 2013, UNDP Moldova within the Moldova Energy and Biomass Project is implementing the provisions of the “Gender Mainstreaming Action Plan”, elaborated as result of the in-depth analysis of the project’s gender equity through the gender perspective. New jobs for women from rural areas created as result of biomass heating projects’ implementation

With the increasing demand for biomass fuel from the rural public institutions heated with biomass, the local fuel suppliers had to add up new staff. As result, out of 147 newly created jobs 18 women have been granted employment by the respective operations. Several members of the biomass Cluster from Moldova took part in a training course held by high-level Czech experts in the field of solid biomass, with broad experience in the sector. Among them are the Chairman of the Czech Biomass Association, CZ Biom, Jan Habart, the former minister of Environment, Miloš Kužvart, and the former Head of the Environmental Fund, Petr Stepanek.
During the three-day workshop, attendees discussed about the biofuel sector at the European Union level and the situation in particular countries, including the Czech Republic, Germany and Sweden, the support tools of the solid biofuel sector in these countries, lobbying strategies, clusters and biomass associations financing models, and ensuring the quality of solid biofuels by issuing quality certificates in the ENPlus standard, etc.

For 7 consecutive years the winners of the Moldova Eco Energetica contest were awarded for best ideas, technologies and eco responsible initiatives. 35 projects were enrolled in the Moldova Eco Energetica competition, among them: wind farms, kindergartens, equipped with the most modern technologies of green energy and energy efficiency, private households with zero energy consumption etc.

Pellet and briquette producers from the Republic of Moldova are accessing new markets due to the quality certificates issued by the only accredited laboratory in the country, that tests physical and chemical parameters of the biofuel.
The Solid Biofuel Laboratory of the Agrarian University was accredited one year ago thanks to the modern equipment in value of 100,000 EUR received from the European Union, in the framework of the Moldova Energy and Biomass Project. Moldova Energy and Biomass Project launched a series of final meetings with Project’s beneficiaries. The Project will organize public meetings in every district of the R. Moldova with managers of public institutions connected to biomass heating systems from the European funds, mayors of communities that switched to green energy, biofuel producers, and energy managers.
The Project experts will present the outcomes of Energy and Biomass Project activity in the country and in each district. In turn, the beneficiaries of biomass heating systems will share the success stories and lessons learnt in using locally produced energy. The beneficiaries will receive a roadmap with actions and relevant contact details, which will help them ensure proper operation of biomass heating systems.
