Moldova Energy and Biomass Project empowers women in the green energy market development

Starting with 2013, UNDP Moldova within the Moldova Energy and Biomass Project is implementing the provisions of the “Gender Mainstreaming Action Plan”, elaborated as result of the in-depth analysis of the project’s gender equity through the gender perspective. Below, are some of the key results in 2016 with regards to the promotion of gender equality and mainstreaming gender in project activities.

New jobs for women from rural areas created as result of biomass heating projects’ implementation

With the increasing demand for biomass fuel from the rural public institutions heated with biomass, the local fuel suppliers had to add up new staff. As result, out of 147 newly created jobs 18 women have been granted employment by the respective operations. Taking into consideration the specifics of the biomass production process, most of these women are employed as accounts and /or operation managers.

Demonstrated efforts engage women and young girls in the educational activities

At least 50% of young people, participants of the Summer Camp “Energel” are young girls from rural communities. The Summer Camp Statute and selection criteria emphasis gender equality as mandatory. The same criteria are applied for all capacity building activities: trainings and workshops, study visit, documentation visits, etc. 

Gender awareness among project partners increased as result of gender equality awareness work undertaken by the project

As a result of continuous encouragement and gender mainstreaming of more active involvement of qualified women at all levels of project intervention, the key national partner of MEBP – Agency Efficiency Agency made a special effort to include qualified woman in the evaluation panels for the 2016 edition of Moldova Eco-Energetica Competition that selects and awards the best projects and practices in the area of renewable energy and energy efficiency. Five women became part of the evaluation panels this year. These are encouraging results especially since most of the research community and most specialists in the energy sector are men. For 2016, an equal representation of men and women in the Evaluation Panel of the Moldova Eco-Energetica is envisaged.

Moreover, women represent – 38% of the beneficiaries of the subsidy mechanism for biomass-based heating systems for households, developed and implemented in partnership with the Energy Efficiency Agency. For comparison, in 2014 the percentage of women beneficiaries was 26.3%.

Active participation of women in decision making structures at community and national level continuously fostered

The rate of women participation in the Community Project Committees – key decision making body at community level, continued to be high in 2016. In total 804 women (72% of total) became members of these committees in 2016. Women and men worked hand in hand in the preparation of project proposals for MEBP funding, and managed to raise MDL 1,600.000  as communities’ contribution (in kind, works and monetary) to EU-UNDP investments in biomass heating projects.

Improved heating comfort benefited employees of schools and kindergartens,  children, and indirectly their parents/care-takers as follows ( consequence of the biomass systems installed in the first and second project phase) 

  • 4,273 girls (59%) out of 7227 children attending the schools, kindergartens, and rural community centres connected to biomass heating systems in 2016 (38 institutions from 34 communities) were able to attend classes full time, breathe cleaner air and catch fewer colds due to warmer classrooms at all time, as results of affordable biomass heating solution achieved as result of MEBP support;
  • 1313 women (70%) out of 1876 employees of the schools, kindergartens heated with biomass are enjoying better working conditions due to warmers classrooms and cleaner environments;
  • 3,867 women (65%) out of 5,949, mothers of children or/and their care takers sending their children attend school and kindergarten classes full time are able to cater better for their needs regarding education and full-time employment, contributing in such a way to an overall increase in the household income.
